It depends on the wine, really. Some wines are made to be drank young, and ageing isn't going to do anything good for them (does the opposite), and shit wine won't necessarily improve with age either. So it's got to be the right kinds of wines - usually wines that are high in tannins or acid benefit...

I can explain from my experience how we did it. At first, we bought some wines to drink and some wines to put away. I don't see it as much different to having petrol stations on long trips. If there are ample charging stations en route, then there's no problem. But that's one reason for governments to set targets - it justifies the infrastructure spend needed to make it work.

Personally I think Turnbull and Gillard were both good leaders - both knew how to use the system to get things done for what they thought was the good of the country even if it didn't make them popular. My introduction to anime was Akira playing dubbed on SBS. Good times... The general problem I've found is the Japanese intonation of speech sounds horrible when copied by English voice actors. So I prefer to hear the pronunciation in Japanese while reading the subs. Perhaps there are some good dubs ...
